Because in some states it's legal to give your own children a drink or two in the privacy of your own home, and in some, even in restaurants.
Really!?!
We need the age limit because instead of one of these incidents occurring every so often, it would become commonplace.
I do agree that laws are useless if they are enacted to prevent people from performing acts of pure stupidity.
